To make things clearer for you, Merchants on the Starter Plan do not have the ability to create blogs. This plan is designed for merchants who want to sell their products through social media platforms or messaging apps, and includes a simplified online store with fewer features.
In addition to this, with the starter plan you cannot create pages, but you can add product pages just not pages for your store such as Contact us, refund etc. Products page is different to pages, as a product page is adding a product. Same with adding navigation, this feature is only available for Basic plan and above.
