Thank you for the screenshot, it really helps us troubleshoot on the forums here. The reason the Debut theme does not have the additional sections for page editing is because it is not part of our Theme 2.0 framework. You would need to be using a 2.0 theme, like Dawn, to have those sections available.
When viewing a theme in the theme store, you will be able to see if it is on the 2.0 theme or not and you can also filter the theme store for that option specifically.
