I would like to insert this message « * International orders may be subject to customs duties upon
delivery » in italic right on the top of check out, under « taxes included… » and also to know if it’s possible to put it at the check out.
I think my them doesn’t allowed it, but maybe by cb aging the code ?

Yes this is possible, but it depends on where you want the message to appear.
If you want it on the cart page (above the checkout button), then this can usually be added through theme code customization.
However, if you want it directly inside the Shopify checkout page, Shopify has limitations:
On Shopify Plus → fully customizable checkout
On Basic/Shopify/Advanced plans → checkout customization is very limited

Which theme are you using I guess you can have it on cart page at least.
