I’m looking to test a product. I would like to create an ‘Add to Cart’ button, that does not collect payment, but can collect contact information for follow up when the product is available. Any ideas?

Just make a custom contact form page., if you are not making them go through the checkout process
And either redirect the /product url to the contact form /page
Or customize the product page to contain the contact form.

If forcing them to go through checkout use line item properties or cart attributes.
