Add to cart when logged in and has specific tag

Hello -

I am looking for an option/app/code where the following occurs for a specific collection:

-Customer is NOT logged in: Add to cart is not visible

-Customer is logged in AND has a specific tag on account: Add to cart is visible

Any app that interferes with the shop app is not an option.

Yes, this is feasible. It requires some additional code in theme template to achieve.
