Adding an Animation to my Header, not menu dropdown

I want to add an animation to my existing banner/header. Are they the same thing? Banner/Header? Anyway, that’s what I want to do. Something small in the corner of the banner, like a waving flag or a blinking box. Is this possible without knowing html coding?

Its not possible without coding but you can get help of an expert who can do this for you. also the header and banners sections are two different things.
