I am looking to make the option to add a image content block to collection pages, my client want to be able to add images mixed throughout these pages. Ideally, my client want a section they can add images and ads into the theme editor. See the attached image for reference.

If you know how to develop the custom section in Shopify then you can do it on your own.
As per your requirements, it requires some custom development in your theme. Let me know if you need any help from my end. I can make it possible by custom coding.

Alex from Depict here - we’ve actually built a Shopify-native app that does exactly what you illustrated (adding content blocks with images/videos inside the product grid), with mobile adaption and a visual drag-and-drop editor.
The benefit of this over the other proposed solutions is that you can add the content inside the product grid, instead of in the collection header, and that you won’t need to write any liquid code yourself.
