When it comes to adding notes to the checkout, it is not something that can be done as there is very limited customization on the checkout, and anything beyond that is only possible on the Shopify Plus Plan.

Why are you looking to add a notes section to the checkout? An alternative for you might be to have it added to your cart page, where customers will be able to add the notes before they checkout. It would look something like this:
