Advanced Design Query - How would you add this?

Hey there guys. Now I’m usually quite Tech-Savy with this stuff. Grew up around computers.
But how would you guys go about adding this to our website?

I could add an image slide. However it would be full-width. Rather than the dimensions as show from the screenshot and link below. Meaning it would need custom CSS.

Any ideas around this? Or would it need the custom CSS.
