Allow Customer to Submit Draft Order

Hi,

Often times, customer wants to get an quote/invoice before purchasing, and ask for bulk discount.
Is there a way that allow customer to submit draft order, so we can send a quote/invoice, and also apply the appropriate discount based on the volume and product?

Under setting → notification, I see this below, but I don’t see any way my customer to summit a draft order.

When user will submit you will have the customer details along with the current URL he submitted the form.
