Is there anything out there that would allow a customer to purchase a return shipping label on your site?

This can definitely be done. We actually just recently rolled out a new self-serve return process for customers to use. You can learn more about how that works and how to enable it on your store in our Help Center: Setting up self-serve returns · Shopify Help Center.
They can initiate the return process themselves and it will provide them with a return shipping label as well.
Apart from what Shopify offers, if you are want your customers to pay for shipping labels on your website, then you can also use app EcoReturns ( https://apps.shopify.com/ecoreturns-by-saarainc )
