Am I a victim of an SEO scam?

Hi All,

I need help to know if I have been scammed please as I know nothing about the technical side of my store www.florabymillie.com.

I have hired somebody to do the following to my site

Metas aren’t Optimized
→ Images alt tags are missing.
→ Headers need to be optimized.
→ SEO friendly URLs need to be fixed
→ Structured data needs to be added.
→ JSS and CSS minification is missing
→ Bing Webmaster Tools need to be configured.
→ Images compression
→ OG Metas needs to be optimized.
→ Sitemap needs to be optimized.
→ Robots need to be optimized.

It has now been done apparently & these are the reports I have received
