How can I reduce the height of the announcement bar in the mobile version?

This is Victor from PageFly - Landing page builder, I’d like to suggest this idea:

Step 1. Go to Online Store → Theme → Edit code
Step 2. Open your theme.liquid theme file
Step 3. Paste below code before :

Is it the code not valid anymore?

After pasted same as instruction then preview, the announcement bar have nothing change.

Hope if can get advise.

Just checked it’s workable for mobile preview but not apply on computer version, quite strange.
