Is there any free app that can set the max quantity each customer can purchase for a particular product?
For example, I can set a maximum limit of 1 for this particular product. Therefore the customer can only purchase a maximum of 1 for this particular product, but not limited to 1 for other products.

I am not aware of any free apps, but Order Limits MinMaxify is a well-respected veteran app that offers precisely the solution you need - I’d recommend consulting with them to see if their app suits your needs.

I have some items that are limited and I do not wish those items to be purchased by only a few people.
Plus there is a possibility that those items might be listed and sold elsewhere at a higher price. In order to avoid this, I have to limit a maximum of 1 item per person.

@Monsterlittle a contrived workaround can be to use the discount system with has some configurations that let you limit the discount use to 1 per customer like the BUY X GET Y.
For a BUY X GET Y approach this means you need some two product contrivance and customers need to know to add both products to the cart.
Or with a % off you need to raise the price of the product so high that the discount has to be used, or find a tutorials that auto adds a manual discount code to a users cart.
There are also some maximum quantity tutorials but it varies by which theme you have and your skill level with code.
If your product is sensitive use the apps available as you need to not just limit purchasable amounts on the website but also make sure invalid orders don’t get fulfilled if they get through the frontend.

It’s really sad that this very standard shop function is still not available directly through Shopify. Shopify is leaning way too hard on third-party app makers. We shouldn’t need to pay $6-10/month for this super basic function.
I noticed you are looking for purchase limits to reduce resale. In DC Order Limits, you can set a per customer cap so the same customer cannot keep placing repeat orders for the item.
Setup:
Create a customer purchase limit rule
Set the max quantity, for example, 1 per customer
The limit is checked against the customer’s past orders, not only the current checkout
This reduces bulk buying from the same customer

You can get per product purchase limits too with free apps like Order Limits – MinMaxify. It allows setting a max quantity per product for each customer, so you can limit a specific item to one per order or customer, and the rest of the products can be unlimited.
This works for single-product limits and does not affect your whole catalog.
