So I saw this "in stock-get it by…) feature on a store and can’t seem to have any luck finding it or what to do to enable it. Can someone please help me out, thank you.

This is not a feature built into Shopify. I’m not aware of any apps that do this type of display.
This is achievable with custom coding on your Shopify theme.
You could use todays date + picking time + base shipping rate estimate time to determine an arrival by date.
You could even go deeper by using metafields to dynamically set the picking time based on each product if they have different timeframes.
It is very possible. It likely needs a couple hours of custom development to display on your store.
