that looks like a completely bespoke setup or whit labelable software.
Something like this is several thousands easy just as a starting cost.
Something a bit cheaper could probably done using forms, Wishlist apps, group buy apps, metaobjects, automations and heavy theme customizations.
For shopifyPlus stores there also utilizing B2B with different messaging for consumer stuff like this.
