App review denied due to software access

Hello, I believe Shopify denied my app review due to the lack of access to an external software used with the app outside of Shopify. The Shopify app is developed and the software environment is being finalised so we are currently unable to give access to Shopify. Are Shopify completely unable to pass the app listing through the review until the exterior software is done?

I would imagine that Shopify won’t approve a public app (assuming it’s planning to appear on the Shopify App Store) until they have had a chance to fully review it. This seems logical enough. I can’t imagine a provider approving something that they cannot fully review. Why not wait until everything is 100% completed on your end until submitting the approval request anyway?
