apply automatic discount to cart for first time customers to website

we would like to apply a automatic discount to cart for customers who are first timers to our portal. Currently its happening through the sign up newsletter and not having much traction with sales. Could someone guide us in the right direction please.

found an interesting app , Mouse Announcement bar banner, which helps you do what you want. has CTA, which applies the discount automatically to the checkout.
