Can you please share a link to your store so we can test this on our end as well?
I also recommend to ensure you are testing your site access through a private/incognito window and that you are clearing your browser cache for the website after visiting it. Your browser will save previous settings until the cache is cleared, so you won’t be seeing it as a “new customer” without taking those steps. Hope that resolves the troubleshooting for you!
