Automatic Suspensions Based on Unresolved Chargebacks Are Unfair to Merchants

I would like to raise a very serious concern about the way Shopify Payments handles chargebacks and account suspensions.

Today, many merchants operate under an extremely low chargeback threshold. Once that limit is exceeded, accounts can be suspended automatically. The problem is that, in practice, this system ignores one essential fact: not every chargeback is legitimate, and merchants need time to respond and dispute them properly.

With payment methods such as PayPal, for example, filing a chargeback can be incredibly easy. In many cases, it only takes a few clicks for a customer to open a dispute, including in situations involving fraud or bad faith. However, even when the merchant is given a response window to submit evidence and defend the transaction, Shopify often does not wait for the dispute process or final outcome. The account may be suspended almost immediately, before there is any determination as to whether the chargeback is actually valid.

This creates an unfair and dangerous situation for legitimate businesses. A merchant can have their operation disrupted not because of confirmed wrongdoing, but because of a number of chargebacks that are still under review — including fraudulent ones. In other words, the merchant is being penalized before having a real opportunity to defend themselves.

What is even more concerning is that when merchants try to appeal and explain that those chargebacks have not yet been resolved, or that there is evidence showing the disputes are invalid, there often seems to be no meaningful human review of the case.

Shopify needs to reconsider this policy. Suspending accounts based on chargebacks that have not yet been confirmed as valid is unfair and harmful to honest merchants. A more reasonable approach would be to consider the final outcome of disputes, or at the very least apply a more balanced review before triggering automatic suspensions that can seriously damage a business.

Fraudulent chargebacks are real, and penalizing merchants before the investigation is complete only makes the problem worse. I sincerely hope Shopify re-evaluates this process and creates a fairer system for the merchants who rely on the platform to run their businesses.
