Banner above header with login links etc.

Hi,

I am wanting to place a banner above my header that is not an announcement bar but instead a place i can put login links and email/ phone number etc.

Like this:

Is there an app i can get or would it be some sort of code? Im not very confident with code so any help would be appreciated!

@Sedi - if your theme do not have this top bar by default then coding will be needed, you can search apps on app store too.
