BILLING ACCOUNT ERROR

I need contacted by a support agent as soon as possible. I deactivated my account and just received a monthly billing. I had to reestablish an account just to ask this questions. Thank you.

No, the support team cannot help even with entering Speak with support unless I have a store activated, which I don’t because I deactivated it, and all Support does is tell me I need an active store, before I can contact a Live Agent. Are the next instructions to start a new store, to contact a LIVE SUPPORT AGENT, only to re-deactivate everything? This makes no sense! Why is Shopify making this SO HARD to resolve? I just want to do everything I can to deactivate and delete all of it, without any further charges.
