As Shopify recently changed the UI of the collection page. Now I can not add condition for those Tags for which products are not yet added on the store, what if I want to create the collection now (pre-created) and as soon as the relevant products added to the store those will appear automatically in this collection? Like it was before.
Furthermore, we still don’t have option to Import large number of collections via CSV?

I agree. Being able to create collections with future tags was really useful. It would also be great to have native CSV import support for bulk collection management.
Yes, looks like the UI does not allow to use tag which is not yet in the system. 
An obvious work-around would be to create an auxiliary product, add new tag, create collection, remove product or keep as a draft to reuse next time.
New tag may need some time to get indexed.
Contact support and report a bug there.

1. How to Create an Automated Collection with a New Tag in Shopify’s Updated UI
You can create an automated collection using a new tag. The tag dropdown only shows suggestions, not restrictions.
Steps:
Go to Shopify Admin → Products → Collections → Create Collection.
Enter the Title and Description, then set Collection Type to Automated.
In the Conditions section, choose:
Field: Product tag
Operator: is equal to
In the Value field, type your new tag (e.g: summer-sale).
Ignore the “No results found” message or existing tag suggestions.
Press Enter to create the custom tag.
Save the collection.
The collection will be created and initially show 0 products. As soon as you assign that tag to any product, it will automatically appear in the collection.
No. Shopify doesn’t natively support CSV imports for collections. Its built-in CSV importer only supports Products, Customers, and Inventory.
Alternatives:
Matrixify: The best option for importing or exporting hundreds or thousands of manual or automated collections using CSV or Excel files.
Shopify Admin API / GraphQL: Developers can create collections programmatically in bulk using the Shopify Admin API.
Product CSV Tagging: If automated collections already exist, importing products with the correct tags will automatically place them into the matching collections.
