Bug in admin - metafields definitions - date/time type - minimum date and time validation setting

There appears to be a UI bug related to Date/Time metafield definitions and the “Minimum date and time” setting.

Reproduction steps:

1. My store is in Australia/Sydney timezone (GMT+10).
2. Go to the metafields admin and create a new date/time metafield definition.
3. Set the min date to January 1, 2022 at 12:00AM (this date is in GMT+11).
4. Save the definition.
5. Now go to edit the definition.
6. The “min” date and time are now 12/31/2021 at 12:00AM.
