A bundle made of three or more interchangeable products. The customers can create their own bundles by choosing from products and their variants (mix&match products). This bundle includes setting up quantity options for each product, adding optional or required bundle items, and the ability to set up minimal required products quantity for bundle discounts to be applied.

It sounds like the key thing you need is a bundle builder that can handle a mix of standard products plus products where the customer still has to choose a variant like liquid vs tablets or 125ml vs 250ml.
