Calculate tax for shipping depending on VAT of ordered products.

I have products with different tax rates in my store.
Unfortunately, the taxes for shipping are calculated at a standard rate of 19%.
According to European tax law, however, it is permitted to calculate the taxes for shipping depending on the VAT of the products ordered.

Therefore, I would like to have the shipping taxes calculated as follows:

Product 1 is taxed at 19% and costs 10€
Product 2 is taxed at 7% and costs 5€
The taxes for shipping should therefore be calculated at 66.66% with 19% and 33.33% with 7%.

If I have only ordered products with 7% VAT, the taxes for shipping should also only be calculated at 7%.

Since we use fixed shipping rates, we would otherwise lose a lot of money on every order.
