The first issue you might have is that you are targeting a foreign currency in the target country.

For example if you are targeting the US, the data feed currency should be USD

And for AU, that would AUD.

Check in Google Merchant Center > products > if your product prices are in the native target country currency.

That would be the first issue I am thinking you might have.

However, I assume at least one currency would be matching, so for that being low as well is strange. I don’t know what your bidding strategy is, but try setting it to manual CPC and set the bids to maybe 0.50 cents and check the results in a weeks time.
