Can a checkout UI extension link to a separate app that unlocks a store discount?

The app store requirements say in section 18 that:

  1. The extension can’t be used to display promotions or advertisements, unless those promotions are for the merchant’s own store.

Could a checkout UI extension display a notice that a discount can be unlocked via a separate app, and include a link to that app? It is unclear to me whether this is explicitly allowed as per the app store requirements.
