Can a public Shopify app be written in PHP?

Can you please tell me if Shopify allows to have a public Shopify App be written on PHP?

(I heard that you need to write it only on Ruby to have a public app)

One of my clients is wondering if his current private Shopify App (which is written on PHP & MySQL) could be later published as a public one?

Yes, you can have Public Apps developed on PHP and or any language as a matter of fact.
