I want to play a video as the user scrolls so the video goes forward as you scroll down on the page and plays backward when you scroll up. Is this possible?

On some sites that seem to do this they are actually using images like a flipbook.
Reverse playback is not a standard feature of HTML video.
Even on browsers , or hacks , that do this the video may be choppy as the effect is limited by the users hardware.
Effectively punishing your customers with low end hardware.
A workaround is two videos one that’s normal and a second that’s been edited to be literally be reversed, showing one or the other based on interaction. Still gonna be a performance hit though but less than trying to live rewind a video frame by frame smoothly to match scrolling.
