is it possible to develop an app to control payment methods’ availibility?

At this time the Shopify checkout will show all available payment gateway options to customers regardless of the items in their order. There is no function to restrict gateways based on certain criteria at this time.
As the checkout experience is a secured area of your store, only merchants on PLUS plans have the ability to access or edit the checkout code. This might be possible if you were on the PLUS plan, but that is outside my personal scope of knowledge. For merchants on all our standard plans, no this will not be something you can implement.
