Can an app manually add multiple user tag discounts to an online store?

I have a client that needs to add 500 discounts across multiple brands in their online store. They need these discounts to be manually added user tags.

With the functionality of changing the price either on the checkout page, or preferably the prices adjust on the store itself.

Is there an app out there that can do this?

If the discount is dependant on user then sounds like you need customer price groups: https://help.shopify.com/en/manual/online-sales-channels/wholesale/channel/price-lists-customers
