for example, we have 20 kinds of the oils for the kitchen works.
and we want to make a promotion, where allow any customer to randomly select any 3 items from that 20 kinds of the oils, then, sell in a discounted fixed price or a special discount.

This sounds like something Bundle Builder could help with!
Bundle Builder will allow you to set up a custom bundle page which you can add a selection of your oils to and will then allow you to create a rule to limit the amount oils a customer can purchase within the bundle. You then have the option to add a discount to the bundle - you can choose from a percentage discount, a fixed discount or a fixed price!
