I saw someone else had posted a similar question back in 2020 saying it was possible but it didn’t mention how. I would like to separate the backend language by user so that one user can default to English and another to Japanese. Is this possible, and if so, how?

This is a great question - I am happy to inform you that the Shopify admin is available in various languages! In order to change the language of the Shopify admin, you will need to click the user in the top right of the admin. Once you select your user name, you should see a drop down menu with an option Manage account.
I took a screenshot from my test store to show you the section I am referring to:
Now that you are managing your account settings, you can scroll down to find your Preferred language and make the corresponding changes.
