Is there a way for a customer to add a shipping note or any note to a order when they are checking out. It so how do I access it, where would they see it, can I turn it in, and would it show in the Order that there’s a note from the customer

This is not fully ideal for what you’re looking for, but you can enable your cart notes within your Shopify Admin. You could follow this help doc here to know how to set it up and change the label of the note.
You can find your note from your customer on the order page like picture below:
