Is there a way to allow customers to order 3 3/4 yards of fabric without having to add each 1/4 increment and have them just press the up or down arrow until they reach that amount? Maybe by using a dropdown list that they can choose a specific quantity from?

It would depend on how you are tracking your inventory and what 1 quantity represents. You could sell by the 1/4 so 4 x the product represents 1 yard.
You could then set variations up with a number of different preset sizes. The key at this stage would be tracking your inventory of these variations.
We have a bundle app that you can use to link up all related variations as essentially they are all the same SKU.
For example you would set the product variations up like:
1 1/4 Yards (Bundle of SKU: ABC x 5)
1 1/2 Yards (Bundle of SKU: ABC x 6)
1 3/4 Yards (Bundle of SKU: ABC x 7)
2 Yards (Bundle of SKU: ABC x 
The app will then update inventory based on the component stock level. So in above example all products would update based on how many quarters of yard you have (SKU ABC).

We desperately need this functionality to sell products such as fuel through Shopify. Without it, we are limited to selling fuel one liter or gallon at a time. The notion of simply creating a 0.01 Liter product and then putting in say 1252 of them to the basket for 12.52 liters would not work, because the pricing on the item only allows 2 digits of precision on the unit price. A Liter price of say $1.39 would have to be represented as 1.39 cents per item which Shopify does not do. So we’re stuck looking for a different POS system that can accomodate.
