In most cases, the payment processor you use may require that you have your business registered or proof of business to use their services. Due to this, I would recommend researching which payment processors you intend to use, to see what they will require. Once done, I would work towards gaining those documents first, before diving into creating your website. Going this route will help avoid wasting time designing your website, purchasing a domain, and getting your products created should any issues arise while trying to register your business.
