Is it possible to make a section and have it be on top of the entire page (like a top layer for the entire page including all the other blocks)?
Not a block but a top layer that can have images, or i can add css into making it into a filter?
My final goal is to have images scattered around on top of the homepage without changing its structure & content.
You can implement that on your header liquid.

@jbsantamaria - it can be done, you can edit header file - this will show the content you add on all pages.
But using css we can make sure that it shows up only on homepage.
