Can I create URLs that link directly to a pre-filled cart?

Hi - is it possible to generate URLs that when clicked go directly to the cart with items already in the cart?

I believe what you need is a Cart Permalink.

Any idea why I can’t pass the state in the URL? Does state default to the user’s location automatically?
