Can I customize the default password page?

Hello, can i help you solve this issue on the password page?
I can not customize the design for this page. When I log in the first time, it always shows the default password page. Like this screenshot:

But I have customized this page. When I log in via the password page then it’ll show the password page correct (which I have customized it). Screenshot:
