Can I open my Shopify store while my 2checkout account not activated its under review???

You can absolutely open your Shopify store and start developing your store while you wait for your account to be reviewed by 2Checkout. You can also consider using gateways, like PayPal, to start selling while waiting for the review if you’re located in a PayPal-supported region.
