Can i offer shipment methods to select for client on my shopify store???

I’d be happy to help you out. I think what you are asking is if you can add different shipping methods to your store, so that customers can choose one when they checkout is that correct? If you could give me some more examples of what you would like to do, I can give you more exact information.
You can certainly add shipping methods right from within the admin of your store. All of the shipping methods would be added in the Settings > Shipping & Delivery section of your admin. You would simply click Manage Rates next to the shipping profile you want to change, and from within here you can Create Shipping Zones and Add Shipping Rates. You can also add weight and price conditions to the rates. For more information check out our Help Center page on Shipping & Delivery.
When a customer goes to checkout on your store, they would be presented with the various shipping methods/rates available to them, based on the criteria you have set up from within your shipping settings. If their order qualifies for more than one shipping rate, they would have the option to choose the one they want.
Also, depending on where your store is based, you may be eligible to use Shopify Shipping, which allows you to display carrier calculated rates in checkout, and also avail of reduced rates for your shipping labels.

i am struggling with this problem right now.
when i fulfill customer orders or when they complete checkout process, no email notify them, to tell them about the state of their order, how can i fix this

No problem, happy to help!
Just to make sure I understand you correctly - you believe no emails are being sent out to customers when they place an order on your store? That would usually be referred to as the ‘Order Confirmation’ email. This would be sent out automatically if the customer provided an email address during checkout. Is it possible that some customers are using their phone number instead, and opting to receive an SMS? This can be checked on the Order timeline section - if an email/SMS confirmation was sent you would see it here for example:
If you go to Settings > Checkout you can double check which customer contact method you have selected like in my photo below:
You also mentioned when fulfilling orders, the customer doesn’t receive an email notification. Again, this could be due to the above explanation about SMS/Email however you will also need to double check that when you are fulfilling orders, you are ticking the box that says ‘Notify Customer of Shipment’. If you don’t check this box, the customer will not know the order has been fulfilled.
Your solutions are practical and efficient. but in my current situation doesn’t work.
Could the free trial be the reason?

Thanks for letting me know about the free trial. During this 14 day free trial period, the checkout is actually disabled, so you would not be able to process any orders on your store. To be able to place a test order on your store, you must select a Shopify plan and add a payment method. Once you select a plan, your store checkout will be enabled and you can place a test order. That will allow you to test your email notifications for those orders also.
