That depends on the app you choose. Some of the app require you to have Advanced Shopify plan. But most of them will work with Basic Shopify plan.
By “Custom Rates”, do you mean flat rates for specific shipping zones? If so, yes, you can add those easily. You can follow this guide to know more: https://help.shopify.com/en/manual/shipping/setting-up-and-managing-your-shipping/setting-up-shipping-rates#create-flat-shipping-rates
