I have google analytics ua with zero data collected as I have not opened my store yet. I am soon opening my store. Can I delete the google analytics ua completely and start a completely new google analytics GA4 for the same store/property with a different google account without it affecting future data or compromising anything else?

Yes you can. As you are going to delete entire GA account it won’t affect your new GA account you are going to create.
