The easy answer, yes! Absolutely this is possible.
If you do not have coding experience I would strongly suggest searching apps. I know there are a few plugins like wholesale club: https://apps.shopify.com/wholesale-club
If you have coding experience then you should be able to achieve this by adding specific tags to user accounts and setting the discount at checkout.
