Can I set up a cash on delivery option for my starter plan business?

hi im new in the shopify world, im planning to start my business with a “starter plan”. My question is if i can set “Cash on delivery” option to sell my products, this because in my country Bolivia(South America) its more common that customers pay when they receive the item. And if it possible, it has a % to pay additional?
