Can I transfer my Shopify domain while account is inactive?

Hello all,

I am new to Shopify and have a bit of a silly question I can’t seem to figure out.

Am I able to transfer my Shopify domain to another provider(ie. Godaddy) while the Shopify account is inactive? If so, how can I do this?
