I originally wanted to use Shopify Lite but that’s no longer available. I’ve searched for threads on Shopify Starter but mostly just find canned responses.
I want to launch Shopify on my custom website only, using buy buttons only. I have NO intention of selling on social media or a separate website (store). I also have no need for in-person POS.
Will Starter allow me to this? Will I still have all the admin functions plus shipping, orders, payments,etc that I need to do this?

Based on what you said in your post Shopify Starter plan is precisely what would work for you.
The Starter plan is catered towards merchants that have built their audience on social media platforms/creator-friendly platforms and aim to make it easier for them to share & sell their products on those platforms. Among other Sales Channels such as Inbox, Linkpop there is also Buy Button you can use on the Starter plan.
There is a simplified Online Store available, including a dedicated Start theme. With the Start theme, you will see a simplified version of the Online Store. However, you will not be able to add additional themes, and there is no Theme Editor.
You can check all other features on this link here. But to answer your specific question, you can embed the Buy Button to your website and process orders with Starter Plan.
