Can merchants have $0 PayPal Express subscription contracts?

I have a merchant using PayPal Express to sell subscriptions. They were testing the ability to offer a free trial, or to have a 100% off discount code for the first subscription order, but indicated that the customer was still charged $0.01 on their PayPal account for this free subscription.

Can somebody confirm that PayPal Express contracts are always made for $0.01 or more, or is it possible to have a free initial subscription order?

Thanks for posting your question.

PayPal does not supply a verify card transaction, and they do not accept charges / authorizations that are free.

So we perform a 1c authorization followed by a refund for free subscriptions in order to get a billing agreement.
