(a little late…) If you are on Shopify Plus, Ive created a new solution with Code Connector
It will automatically apply the free shipping discount when your order discount is applied, so users only need 1 code to get both discounts.
As mentioned, it is currently Shopify Plus only, as it requires use of a checkout extension (Plus only).
Hopefully in the future Shopify opens up checkout extensions to other plans.
